Stephen Woodring is the Principal of Woodring Strategic, an advisory firm helping companies, investors, and organizational leaders understand how changes in public policy affect business strategy, risk, investment, and execution.

Stephen’s career has been built at the intersection of government and business. For a global technology company, he established and led its U.S. federal government affairs function, advising leadership on legislative and regulatory developments and working across government, industry associations, coalitions, customers, and internal business teams.

Previously, as a management consultant, Stephen worked on federal transformation and strategy initiatives at the U.S. Department of Health and Human Services, including a department-wide modernization effort every operating and staff divisions. .

Across these roles, Stephen has repeatedly worked where there is no established playbook; building a government affairs capability, bringing structure to enterprise transformation, developing advocacy strategies from a blank page, and helping leaders make decisions amid political, regulatory, and organizational complexity.
